Key Claim
Guardian agents (GAs) are an emerging category: AI agents that supervise other AI agents. They blend AI governance with AI runtime controls in the Gartner AI TRiSM framework. Most AI agent platform vendors are embedding their own first-party guardian capabilities, but Gartner’s core argument is that enterprises also need an independent guardian-agent layer to enforce policy across multi-cloud, multi-platform, multi-vendor agent deployments — because vendor safeguards stop at their own cloud borders.
By 2029, independent guardian agents will eliminate the need for ~50% of incumbent security systems intended to protect AI agent activities today, across 70%+ of organizations. By 2028, GAs will absorb 5–7% of total agentic AI spend (up from <1% today). The market is in early-stage formation but consolidating fast.

Gartner’s authoritative position in enterprise procurement makes this taxonomy load-bearing: vendor RFPs, security-architecture decks, and procurement gates routinely reference Gartner Market Guides directly. Adopting Gartner’s terminology here is not endorsement of Gartner’s analysis — it is alignment with the language the wiki’s target audience (CISOs, AI platform engineers, security architects) already uses.
Notable Findings
1. The “Guardian Agent” abstraction
A new noun-level category. See Guardian Agent for the full concept page. Three mandatory feature categories, all required for the guardian-agent designation per Gartner:

A vendor that only does monitoring (no enforcement) or only does posture management (no runtime) does not qualify as a guardian agent in Gartner’s framing. This is a sharper bar than what most AI security vendors currently meet.
2. Sentinels vs Operatives
Gartner’s Figure 1 introduces a runtime architectural split:
- Sentinels — provide environmental context, posture assessment, situational awareness
- Operatives — act at runtime to identify risks/threats and prioritize responses
Sentinels feed Operatives. This is more than a metaphor: it’s a separation of concerns between the observability/posture surface and the runtime/enforcement surface, with explicit data flow between them. See Sentinels and Operatives.
3. Independent guardian-agent layer
Gartner’s strongest argument: most AI agent platforms (Microsoft, AWS, Google, Salesforce, Databricks) are embedding their own guardian capabilities, but vendor safeguards stop at their own cloud borders. The result:
- Cross-cloud agent interactions are completely ungoverned without explicit opt-in agreements
- No single provider can close this gap unilaterally
- An independent enterprise-owned guardian-agent layer is therefore necessary
This frames the architecture choice as binary: hyperscaler-stack-only (with lock-in and blind spots) vs. independent layer that traverses providers. Gartner predicts independent GAs will eventually surpass platform-embedded GAs in capability and market share.
4. “Guards for the Guardians” / metagovernance
Note 4 of the report introduces five controls that govern guardian agents themselves — addressing the recursive question “who guards the guards?” See Guardian Agent Metagovernance.

This is the single concept Gartner adds that our existing CMM does not have. Worth elevating into the CMM as a meta-domain or D9 sub-domain.

Knostic appears in the Agent security and risk specialists segment — confirming the wiki’s existing positioning of Knostic as a GA vendor.
Cyera appears in none of the six segments. Note 9 of the guide names it under information governance, alongside Bigeye, Concentric AI, Touchdown and Collibra, as a sample vendor whose products “complement agent identity and other GA solutions”, and states that those vendors are expanding into agent discovery and inventory and contextual risk mapping. The Cyera Agent Guardian release is that expansion in product form.

7. Evaluation method hierarchy (Note 8)
Guardian agents should evaluate in order of cost-efficiency:
- Deterministic rules (cheapest, fastest)
- Behavior monitoring with statistical analysis and contextual evaluation
- LLM/SLM judgment (most expensive)
Skip directly to LLM/SLM when: complex context (nuance/ambiguity), risk indicators (prior flagged behavior), urgency/impact (high stakes), insufficient deterministic capabilities (basic filters can’t judge), or efficiency trade-off (deeper scrutiny is inevitable).

Strengths
- Authoritative taxonomy. “Guardian agent” will become the dominant procurement-language term over the next 12–24 months. Adopting it now aligns the wiki with how its target audience will discuss the space.
- Vendor segmentation is operationally useful. The 6-segment breakdown maps cleanly to RFP categories.
- Independent-layer framing is sharper than what hyperscaler-aligned guidance offers.
- Metagovernance is a genuine wiki gap that Gartner closes.
- Sentinels vs Operatives is a useful refinement of the observability/runtime split.
Weaknesses
- Gartner’s analyst-bench limitations. Reports of this kind are necessarily generalist; specific incidents, OSS reference implementations, and operational tooling detail are thin.
- Vendor list is descriptive, not evaluative. Inclusion is positioning, not validation. The wiki’s incident-anchored evidence is a sharper signal than a Market Guide listing.
- Lethal Trifecta absent. Gartner doesn’t articulate the structural test for “this deployment is unconditionally vulnerable.” Our framing is sharper.
- MCP supply-chain depth missing. Gartner mentions supply chain at the category level but doesn’t surface the 30+ Q1 2026 MCP CVE wave or the OpenClaw / SANDWORM_MODE / ClawHavoc specifics.
- Self-promoting bias. AI TRiSM is Gartner’s own framework; the report frames the entire market through that lens. Useful as a procurement-organization tool, less useful as an architectural authority.
